The Damascus Council meeting was called to order at 6:00 PM on January 13, 2026, by Mayor Jones.
1) All members were present.
2) The Pledge of Allegiance was recited.
3) Justin opened the meeting with prayer.
4) MAYOR’S REPORT
a) Resolution Number 2026-01: A RESOLUTION OF THE TOWN OF DAMASCUS, ARKANSAS,
ADOPTING ROBERT’S RULES OF ORDER FOR THE CONDUCT OF MEETINGS DURING YEAR
2026 AND PROVIDING FOR THE WAIVER OF THREE READINGS FOR ORDINANCES AND
RESOLUTIONS.
Brian made a motion to adopt RESOLUTION NUMBER 2026-01. Second Gilbert. All Yes.
5) Gilbert made a motion to approve the minutes of the December Council Meeting. Second Justin. All
Yes.
6) FIRE DEPARTMENT REPORT
Daniel Mahan gave the report.
a) The Fire Department had 31 calls in December, split between Faulkner County - 12 and Van Buren
County - 19.
The Total Calls for 2025 = 331 calls, 145 in Faulkner County and 186 in Van Buren County.
The new Rescue Truck should be in by the middle of February.

Chief, Will Basore, gave the report.
a) Officer activity for December: Agency Assist – 3, Motorist Assist – 0, Extra Patrol – 25,
Medical/Fire – 0, Animal Calls – 3, Traffic Offenses – 3, Welfare Checks – 0, Suspicious Vehicle – 0,
Suspicious Person – 1, Warrant - 1.

Randy Nicholson gave the report.
a) All street paving is done.
10) WATER DEPARTMENT REPORT

a) Usage is up.
b) Water loss is up. Rural Water is going to come do a night leak detection session to try to determine
where the loss is coming from.
c) The Water Department had 114 work orders for the month of December.

DAMASCUS, ARKANSAS.

c) ORDINANCE NO. 26-01: AN ORDINANCE ADOPTING AND ENACTING A NEW MUNICIPAL CODE
OF ORDINANCES OF THE TOWN OF DAMASCUS, ARKANSAS, ESTABLISHING THE SAME;
PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN, EXCEPT
AS HEREIN EXPRESSLY PROVIDED; PROVIDING FOR THE EFFECTIVE DATE OF SUCH CODE
AND A PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF
AMENDING SUCH CODE; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE,
